Supervisor, Operations - Roads & Parks – 1 Regular Full-Time Position 

Engineering Services Department







The Engineering Services Department, Operations Division is accepting applications for the Supervisor, Operations – Roads & Parks position. This position is reporting to the Coordinator, Operations and is responsible for administering a comprehensive daily works program, supervising union, non-union staff and Town contractors, materials and equipment resources necessary to ensure the appropriate maintenance activities associated with roadways, parks and open spaces located in the community. 


The position’s normal working hours may include afternoon, midnights and weekend coverage to ensure that the Town may provide the best service coverage possible. Hours will be 40 hours per week plus overtime as required. 


Major Job Responsibilities 

  • Lead project teams with various departments in planning and implementing projects directly related to roadways, parks and open spaces 
  • Administer the work assignment of full-time union staff and non-union seasonal staff, students, equipment, winter contractors, and order materials as required 
  • Carry out all shift administrative duties as required, authorize regular maintenance and repairs to roads and parks; ensure daily shift work schedules are completed 
  • Knowledge and understanding of all ongoing projects, contracts and work being implemented by the Town in order to respond to complaints and inquiries in a timely manner 
  • Prepare tender documents related to park, road and open space work 
  • Build budget projections and implement current year's budgeted work in a timely manner 
  • Cultivate relationships with the Region, conservation authorities, Milton Hydro and other authorities to ensure that best practices are applied 
  • This position will be required to provide specific weekend, afternoon, and midnight staff coverage for other Operations staff for Town snow removal activities. This includes but is not limited to: directing Town contractors and Town staff with various snow clearing activities within the time limits set by Council and all provincially regulated/mandated snow removal standards
  • This position is subject to shift work to oversee operational programs in place (i.e. follow up with contractors dealing with grass, roads, trees, asphalt, etc., ice storm activities, snow clearing activities, and other such duties) 
  • Complies with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act 
  • Performs other duties as assigned in accordance with Department objectives 


Education and Experience 

  • Minimum three (3) years of progressive experience in a related field; preferably in municipal Road and Park Operations, including Winter Road Maintenance is preferred 
  • Post-secondary training in construction and maintenance activities and/or equivalent related education 
  • Post-secondary training in sports field & turf maintenance and horticulture 
  • O.D.H. Certification is an asset 
  • Certified Roads Superintendent Certification an asset 
  • Must have knowledge of all aspects of Municipal Operations including roads and parks maintenance, as well as working knowledge of Minimum Maintenance Standards for Municipal Highways for summer and winter 
  • Experience with policies and procedures in all aspects of parks and roadways winter maintenance 
  • In depth knowledge of the operation of heavy equipment (i.e. grader, snow plow, backhoe, dump truck) 
  • Travel to work sites and between work locations is required 
  • Supervisory experience is an asset 
  • Experience and leadership in organizing, implementing and follow up on projects to ensure deadlines are achieved and budget is maintained 
  • Proficient in Windows based software including Word, Excel and Outlook 
  • Proficency in GIS, AVL, AMANDA, CMiC and FMW software is an asset 
  • Excellent communication, interpersonal skills and customer service skills 
  • Strong organizational and time management skills 
  • Excellent writing and problem solving abilities 
  • Ability to meet deadlines under pressure and adapt to changing priorities 


Salary Range: $69,511 – $86,889 (currently under review)
