Major Responsibilities:

Reporting to the General Supervisor, Technical Services, the main function of the Supervisor of Property Management & Maintenance Services is to supervise the provision of specialized and technical services in order to maintain, support and enhance the parklands, facilities, and equipment assets of the City.  The primary functions associated with this position include, but are not limited to:

  • Supervises the activities of staff members and contractors involved in:
  • o repair/maintenance and installation of a varied amount of sports lighting, walkway and parking lot lighting
  • o electrical services for special events, public address systems and sound systems
  • o minor building renovations; arena boards, glass replacement
  • o repairs/maintenance of all park amenities, e.g. painting, sign installations, fencing and welding services
  • o repair/maintenance of all plumbing systems associated with indoor and outdoor pools, splash pads, wading pools, ornamental fountains, computerized irrigation systems and other park water service
  • o repair/maintain outdoor pool filtration system
  • o repair/maintain refrigeration systems for artificial ice rink
  • Supervises vehicle and equipment assets of the division, by ensuring long-range planning, timely repair and maintenance of fleet and equipment
  • Monitors and verifies fleet charges and identifies impact on operating budget
  • Coordinates training programs associated with the operation of division vehicles and equipment
  • Supervises the management and activities of the division’s stores and warehouse services, courier services, communication services, and yard services
  • Conducts inventory audit of divisional stores and warehouse
  • Directs and monitors staff through on site assessments in the delivery and contracting of Services to provide construction, installations, maintenance and repairs to the Division’s infrastructure and to ensure that it meets legislative requirements
  • Implements detailed plans and recommends policies/procedures regarding program-specific requirements
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Recommends to the General Supervisor vacation and overtime requests for authorization. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Conducts building audits to ensure legislative compliance
  • Establishes, implements and monitors performance measures including fiscal and program performance within the District to ensure services are meeting the goals of the Parks, Forestry and Recreation Division
  • Ensures that the infrastructure and physical assets of the division’s facilities, parks, and equipment are conserved and maintained in a good state of repair and usefulness by identifying needs and managing programs of major maintenance through the capital planning process
  • Reviews plans for capital and current projects to determine materials, equipment and personnel requirements. Prepares cost estimates when required. Ensures budget allocations are adhered to
  • Recommends changes to design plans in resolving possible installation and maintenance problem
  • Maintains computerized records concerning preventative maintenance programs, work performance, inventory, staff evaluation and discipline, timesheets, staff reports and the preparation and monitoring of budgets
  • Communicates with staff across the Division to ensure consistency in delivery of service
  • Responds to emergency and/or priority situations by anticipating problems, making decisions, marshalling and deploying appropriate financial and human resources
  • Provides essential leadership and interdivisional representation with the workplace and community, represents the Division on community and project committees and consults with Councillors and Councillor’s Assistants
  • Ensures that value is received for services rendered and received, with internal and external clients and service providers
  • Ensures compliance with the Collective Agreements covering unionized City Workers in C.U.P.E Locals 416 and 79; and Provincial Collective Agreements covering certified Trades staff in Technical Services (Carpenters Local 27, Electricians Local 353, Plumbers Local 46, Painters and Graphic and Sign Writer Local 557)
  • Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures that adequate training, safety equipment and safe work procedures are in place in order to develop a strong culture of Health and Safety and minimize any Health and Safety issues

Key Qualifications:

  1. Post secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  2. Several years progressively more responsible technical and supervisory experience in scheduling, coordination and supervision of specialized and technical services, divisional asset management, property management and maintenance functions or approved equivalent in an operating environment
  3. Previous experience directing or supervising in a unionized environment.
  4. Experience in contract negotiations related to service and construction contract
  5. Demonstrated ability to operate as a member of a management team and self directed work team, work cooperatively with front line staff and bargaining units.
  6. Proficiency in various competencies that include strong interpersonal, customer service, technical, written and oral communication and conflict resolution skills
  7. Effective administrative, planning, human resources, and financial management skills
  8. Must possess a valid Ontario Class 'G' driver's license and the ability to obtain a City driver's permit
  9. Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour Legislation.
  10. Required to work shifts, weekends and overtime
  11. Familiarity with Ontario Statutes, including Occupational Health and Safety Act, Collective Agreements and related legislation.
